Overview

The Village on Prince is a proposed mixed-use planned development consisting of 146 apartments and approximately 25,000 square feet of commercial/retail space fronting Prince Avenue. The commercial/retail space will be anchored by a small-scale urban grocery store. Additionally, the plan calls for the preservation and re-use of the original chapel building located at the corner of Prince and Pulaski.  The re-use of the circa 1918 building will be as a sit-down restaurant .

THE PLAN

Building B will provide a transition from the mixed-use building theme to the more “residential scale” portion of the site. This design will also have large windows for daylight and balconies for private outdoor space. The materials will be predominantly hardi-board with brick accents.  Parking for buildings A and B will be provided in the  2 level parking structure or in a small number of surface spaces.

Building types C1 and C2 are intended to be in context to the homes located across the street on Childs Street as well as the more modern homes located on Pulaski Street. Each building will house 5 to  7 apartments. Those buildings which front on Childs Street will be 2 stories on the front and 3 stories on the back. Additionally, the plan for all of the residential scale buildings considers a number of existing specimen trees and minimizes disruption inside the drip line of those trees.

 

 

Rental Apartments for Permanent Households

The apartments in the plan are designed to be leased to permanent, primarily professional, households. The commitment of the developer is to exclude students under the age of 21 from leasing the apartments. The design of the project, which does not include any 3 or 4 bedroom apartment units, will be less attractive to students than the purpose-built alternatives available in the marketplace. Additionally, the amenities in the project are to be high-quality but at a much smaller scale than those of student oriented apartment projects. 

To that end, the following operating policies will be enforced:

·         All apartments will be leased by the unit rather than by the bedroom.

·         The apartments will not be rented furnished.

·         All lease executors must be full time residents over the age of 21.

·       All leaseholders must qualify on the basis of their income and credit alone. No parental or other third party guarantees will be accepted.

 

Improvements Impacting the Public Domain

The development of the Village on Prince will include a number of upgrades and additions to the public infrastructure that abuts the property. Specifically, sidewalks will be added along the Pulaski Street frontage and the existing sidewalks along Prince Avenue will be widened. The Childs Street sidewalks will be repaired or replaced as needed. Existing stormwater facilities on the site will be replaced with new water quality and retention structures that will improve the management of water runoff from the site.

Traffic

A traffic study is currently underway which will lead to recommendations to manage the impact of traffic to and from the site. These recommendations will likely include some modification to roads, signalization, pedestrian crossings or other aspects of the public road infrastructure adjacent to the site. The developer expects that any such changes will be made at its expense at the time the project is developed.
